add initial metadata to official topics in stage and prod

We need to add the initial metadata to each of the official topics in stage and prod as part of the spam/topic classification work. I think initially, this would mean only adding the description key and its value starting from the more detailed descriptions that @cajinajr created, but we could expand it to include 2-3 example questions for each topic.

I can confirm that the metadata was successfully applied to the targeted topics.

stage was misaligned (for some topics) from prod so I've updated them & also added the metadata manually.

I'm moving this ticket inside the release column.
